The International Trade and Technology Cooperation Center (ITC), Under the framework of the annual INOTEX event, serves as a platform for fostering international technological collaborations

Introduction

In the year 2024, with the collaboration of two organizations, the "Iran International Innovation District (Pardis Technology Park)" and the "Advanced Technology and Knowledge-Based Industries association of Iran (AINA)" and with the aim of fostering technological and commercial interactions between the Islamic Republic of Iran, the Russian Federation, and Eurasian countries, a joint task force titled the "International Trade and Technology Cooperation Center (ITC)" began its activities.

“Lace Bridge Russia–Iran” Program

On May 2nd, 2025, the ITC Center signed a memorandum of understanding with the "Technology Sovereignty Export Association (TSEA)."  The forementioned association is currently acting as a strategic partner of the ITC association under the framework of the “Lace Bridge Russia–Iran” program.
The shared objective of the ITC Center and TSEA is to support the balanced growth of bilateral trade in the field of technology and to foster collaboration in cutting-edge scientific and technological domains.

 ITC Center Leadership Team

  • Mr. Behrooz Sabokdast
    • Head of the ITC Center
    • Over 40 years of experience in various industrial sectors and international industrial projects (including oil, telecommunications, healthcare, etc.)
    • Founder and CEO of Salam Group, and Chairman of the Board of Aria Teb Firooz Company (a dialysis machine manufacturer)
    • Board member and Head of the Export Task Force at the AINA Association
    • Head of the "Joint Technology and Trade Zones Establishment Program in Iran and Russia," Pardis Technology Park
  • Mr. Mohammad Hossein Hashemi
    • Secretary of the ITC Center
    • Secretary of the Export Task Force, AINA Association
    • Over 5 years of experience in various sectors of Iran’s innovation ecosystem
    • Former staff member at the Iran Chamber of Commerce
    • Former staff member at the Vice Presidency for Science, Technology, and Knowledge-Based Economy
    • Holds a degree in Mechanical and Energy Engineering from Sharif University of Technology
  • Mr. Ali Ebrahimi Torkaman
    • Secretary of the “Lace Bridge Russia–Iran” Program at the ITC Center
    • Head of the Russia and Eurasia Desk at the Export Task Force of the AINA Association
    • Ph.D. in the History of International Relations and Foreign Policy from Russian State University for the Humanities
    • 10 years of business experience in Russia

Operation Model

  • The ITC Center and the TSEA Association act as the two main parties of the “Lace Bridge Russia–Iran” Program. In line with the objectives outlined in this program, the aim of the collaboration is to foster balanced development of trade relations between the two countries in technological sectors.
  • The financial model of the center is based on a success fee, which is calculated as a percentage of the finalized contract value (after the financial transaction is completed).
  • The ITC Center receives this fee from Iranian companies, while TSEA collects it from Russian companies.
  • Both parties, in alignment with their national interests and organizational goals, provide all necessary support and advisory services to help companies reach binding contracts.
